07 XR650l underpowered and using fuel.

Recently picked up an 07 XR 650l with 150 miles that sat in a heated and cooled storage unit for 12 years. It popped and sputtered and ran terrible so I cleaned the carbs and that made it better but that didn’t fix it. So I de-smogged, de-desnorkled, Uni filter, dg slip on, Dave’s carb mod with 55-158 jets and screw out about 2 turns and added a new plug. Starts good cold but the idle fluctuates up and down. After some highway miles if I come to a stop the idle coughs and it dies. Starts okay hot but has a definite smell upon starting. Only getting about 35 mpg no matter how I drive. The most frustrating part is my buddies stock xr with the spark arrestor removed smokes me. Also 5 gear topped out 80 mph and it won’t accelerate I have to accelerate in 4th and shift to 5th and it will hold that speed. Any ideas would be nice and anything that should be paid special attention to after sitting so long would be appreciated. Thanks

Two things I would check are valve adjustment (coughs) if you haven't already and a leaky intake boot (fluctuating idle).

Make sure the ''choke'' plunger closes fully.

Ok so I checked the valves and adjusted them. They weren’t off far at all. I had the emission nipples on the carb capped now I added a line between them like factory but minus the “T” to the emissions pump because I de-smogged it. The plug is white on the tip to a golden brown. I order an iridium plug. The local shop suggested spacing the fuel needle some more too. I had a .002 washer I changed to a .003 so that should lean out the top end. Might have a bung welded in and add a wideband.

Also the boot looks good I’m going to clean the carb again and check the choke plunger.

I thought Dave's Carb Mod uses a 0.020"-0.030" thick washer under the needle. A white plug could signify a lean condition.

I don't think you could tell if the carb boot is leaking by looking at it unless it's really bad. What I do is spray starting fluid around the joints with the motor running. The engine will rev a little if there is a leak.

In addition to a leaking intake boot (idle surging); cough, sputter and die could also be a lean condition. I would try at least a 0.020" thick washer under the needle. You have symptoms that indicate a lean condition more than anything else. Check all fuel paths starting from the gas cap, tank, tank screen(?), petcock, etc. Run gas from the tank-carb hose into a clear bottle to see if you have good flow.
