The manual was written for brand new , perfect bikes , not bikes 35 years old.

The oil is always where it's supposed to be when running , sometimes not when off. The check bolt is ONLY for identifying what I said about drain down of the oil into the crankcase when not running. The oil level is checked with the diptstick ONLY , while running or immediately after shutdown.

The oil shouldn't go down , that's why the oil pump has a check valve in it , the oil belongs in the tank. Eventually the check valves do start to leak and let the oil tank drain down into the crankcase when the motor's off , but if you check the oil with the motor running , you don't have to worry ...

Your float valve is sticking or has debris in it. Towards the bottom of the carb , on the left side I believe , is a brass slotted screw , that's your float bowl drain. Open the screw about one turn and let the gas run out , turn the petcock on until gas comes out again and close the screw. Sometime...
